A Spanish Fort attorney claims the Baldwin County Department of Human Resources has violated the civil rights of hundreds of children and parents and says he is preparing to sue the “incestuous” system on their behalf.

Over the past few months, attorney Yancey Burnett says he and the staff of his Eastern Shore practice have gathered evidence and testimonies from Baldwin County parents who said the county’s DHR office used “flawed” psychological evaluations to prevent their children from coming home and instead keep them in foster care.
